Fuel Valve position question

Folks,

I have a question about fuel valve positioning in my GB42, twin Lehman 2714E, two fuel tank that feed, each, a racor filter. The filters each have a shutoff valve before the filter input. Reference the photo attached. Green is from the Racors. The racor filter output has a T to the engines and to the fuel manifold pictured here, so the engines are already fed. So green is to feed the generator and to (I suppose) crossfeed the engines if need be due to a clogged filter.
Yellow are returns from engines (including generator). Red are the returns to the tanks. (yellow becomes red)

My question(s) are this; What are the 3-way valves doing in their current position? I suspect they are open in all three inlet/outlets. If so, the 2-way valve in the center bottom of photo is really doing nothing? Are these valves in the correct position for normal operation? (The engines have run for 150 hours in this position)

I have fueled the boat twice. Both times the starboard tank has taken 85-90 % of the total fuel. Vacuum gages on both Racors say no issues with filters. Both flowing normally. The valves seem to indicate to me that the returns are supposed to be 50/50 split.

Surely the GB experts out there have some experience with this?

I am not a fan of those valves. It is very easy to get confused on exactly which path is open and closed.

I would make darn sure you know how to position the valve to get the direction you think you want.

I would agree that both valves are set in the both position. If it were me, since generators burn very little fuel, set the suction and return valves on the same tank and leave them there.
