I want to change a fixed speed governor to a variable speed governor.
It’s a 4le1 that was previously used for a genset.
It’s a good engine, starts easily and run good.
As soon as get the governor switched out or modified to a variable speed governor, I’m going to install in my power skiff.
Any kind leads will be greatly appreciated.

OK I do not know that engine, but I've worked on tons of governed and non governed engines and gen sets

The governor is either going to be part of the injection pump in which case remove the pump and take it to an injection pump shop. They can modify it to use a throttle lever to control fuel delivery.

If the governor is external to the injection pump simple remove it and use your choice of throttle control mechasnisims.
 
Governors for generators are usually optimized for one RPM. The governor is mechanical and part of the injector pump. Call a shop that rebuilds injection pumps and they can tell if governor can be used as variable speed.

From the number you posted, it looks like it’s an L series Isuzu. The engine were/are(?) used in Hitachi, JCB and Isuzu’s small excavators. With the engine not specific to generators it should be an easy modification. Let us know what you find out.
