Rather that using a hard to disconnect shackle or such in the chain locker at the bitter end of the anchor chain consider using some method that is not too hard to undo in an emergency.

Instead of a shackle etc. consider using a short piece of rope to tie the chain end to the boat. The rope could be cut in an emergency. If your boat lacks a permanent fastening point consider tying the chain to a short block of wood that can't fit through the hawse pipe.

The idea is not to have a fastener strong enough to hold the boat but to stop runaway chain while still being easily cut or unfastened in an emergency.

I use a long rope so I can tie a fender or two to the rope before cutting it. The rope is long enough to reach the anchor roller and is secured in the anchor locker.

I've never had to cut the rope securing my rode so I'm not sure if one or two fenders is enough buoyancy to float the chain.
