Cracked liner? Bubbles in coolant after new head gasket.

Does anyone have experience with a cracked cylinder liner? I Just changed my head gasket and have air bubbles in coolant. It’s. A new boat and I had evidence of water in oil so I just took the head to machinist and had valve and what not done. She runs great and no smoke but I’m getting some blow by at dipstick and air bubbles in coolant. I’m about to redo head gasket. After talking with Brian at American diesel I discovered torque it was about 15 lbs under recommend. I’m thinking head gasket or cracked liner.
 
You don't say what the engine is so the assumption is it is a FOrd Lehman.
But is it?
Was the head checked for flatness or twist?
Likely if the head was undertorqued the gasket now needs replacement.

Is the crankcase vent working? If not the pressure WILL find a way out.
 
Ah I had it in the title and removed it. Yes ford Lehman. Head was checked for cracks and true
 
Most likely head gasket. Cylinder cracks not common.
