Fresh water tank replacement

Hello,
I'm an owner of a Seaway 25 Coastal Cruiser. Our purchase has required considerable work to assure everything is working as it should. I filled the fresh water tank to find that the water ended up in the bilge. I'm uncertain if the tank is in the center of the boat and if there is access before I dig in to it. Any in site out there ?

Did someone pull a hose and drain the tank for winter storage? Might just need hoses connected or valves closed.
