Jabsco 37010 base broken screws

Doing the fun head rebuild - really not that bad once I pulled the head out and put the entire thing on the back deck. All was going well until I unscrewed the motor from the head base and the two lower brass screws snapped off in the base. I have started drilling them out - any advice? There seem to sleeves with something like a drywall anchor but might be brass as well - here’s where I’d love to know how to proceed and replace those. I’ve circled the screws in question. I’ve got everything else rebuilt and ready to go.

I was impressed, wasn't expecting them to work as good as they did. I started drilling and as I got deeper the screw started backing out before I switched and the extractor end pulled it out nice and clean. The drill actually drills a tapered hole.
 
I have used reverse twist drill bits to remove screws. Although I have not used them in years, retarded, I found they often back out a recalcitrant screw before I had to get nasty.

As long as there is not heavy rusting jamming the broken screw.
 
The screws were SS on my Jabsco heads. Bronze or SS would be a better choice than brass for replacements since seawater very nearby.
 
I ended up just drilling out the two bottom holes and using a bolt. Due to the design of the base there is not enough clearance for a nut so just turned it around with the nut on the outside and it worked perfectly.
