This will happen when new accts are not fully activated.
New members should be aware that when signing up they will receive a confirming email with a link they need to click on to activate their account. If that step is not complete and unactivated users have restrictions placed on the ability to PM and for others to PM them.

After activation by TF Admin it is suggested you try to PM each other without including any emails or phone #s to confirm full activation
