RIB proper adhesive for dissimilar materials

Need to reglue delaminating bumper belt and surface registration panels on the dingy.
Assume per id plate tubes are hypalon but question composition of bumper and glue on panels.
Anyone have experience with polymarine vs weaver 2 part adhesives or am I overthinking it?

Searching "rib repair" I see a couple places in your area: Inflatable Experts and Annapolis Inflatable Service Center. I'd start there asking what sort of cements work for that part of the RIB. If its coming apart on the top edge getting things really clean to the depth of separation is important. Could require some way to clamp the seam for good adhesion too.

I have good RIB help/advice out here in Anacortes area for my ancient RIB, a bit too far away in your case.
 
Try NRS. They support commercial rafting and have a variety of adhesives and advice.
