    Stabilizing sail

    Twenty four square feet is only 6ft x 4ft. Sail being (say) 8ft high on a 6ft boom. Did you mean 24ft square? In NZ waters a sailboat with engine running (sails up or not) is considered a power boat, so no right of way.
