    It's meant to click that's the engine overtaking the armature to make it disengage when the engine starts. The drive pimion should not touch the ring gear till you apply the elec power. Then as the armature spins it throws the pinion forward into the ring gear.

    I would certainly take the engine out , long before cutting into the side to access the tanks. To repair and refair the sides is a huge job to make the hull look right. Plus the difficulty of matching gelcoat or paint etc. Normally only takes 3-4 hours to ppull the engine and sit it in the saloon.

    Sorry posted the hopefull cure in the wrong area. Fuse is behind the panel switch approx 2 amp. Pull 5"x2.5" panel out and its behind that. Had similar problem.
