Hello all, repairing the rails on GB36, I’m pulling the hardware off the rail/gates to fill holes that are stripped, and while there soak the ends in epoxy and fill the holes.

Have one hinge that is corroded pretty bad, won’t move at all, unless the wood rail is in it. Have tried WD40 for a few days and still won’t budge.

Any help would be much appreciated

Mr. G. Try a proper penetrating oil like PB Blaster or make your own from 1/1 (mix ratio) auto transmission fluid to acetone. VERY gentle application of heat might speed penetration (hot air gun). Patience, patience, patience.
 
PB Blaster. I also had several screws break off trying to remove them. You can buy screw extractors from Rockler, but I've found them to be expensive and brittle. I've taken to using a very small drill bit and drilling around the broken screw and removing it when it's loose. Drill out the ragged hole with a 3/8" bit and fill the hole with epoxy and a 3/8" teak bung. Take the protruding part of the bung off with a chisel when the epoxy's dry. Put the hardware back in place and re-drill.

I think you’re talking about the pivot point in that bronze hand rail hinge. Nothing mysterious about that hinge, should be a roll pin in there. Either bang it out w/an appropriately size punch or just drill it out. Replace it with a new roll pin that fits snugly and alls well. You could use a bronze bolt but it won’t look as nice or you could use a bronze rod with the ends peened over to hold it in. Either way this should be a simple , easy fix. BTW, I’ve done that fix on my GB.
