What differences are there between push-to-reset breakers and A or C series switching breakers?

Would using a PTR breaker and a switch effectively be the same as a single switching breaker?

Yes a PTR breaker and a switch provides the same functionality as a single switching breaker but with more wiring and connections.

If you are referencing Carling Technologies A and C series breakers (marketed by Blue seas) then those are a hydraulic-magnetically triggered breaker.

Most push to reset breakers are triggered by a bimetallic strip that gets hot in an overcurrent situation.

Operationally using a PTR breaker and a switch could work just as a A or C series breaker.

You really need to look at a lot of other parameters (time delay, Temp correction, AIC, max. voltage, certification, etc) in order to determine what is right.

Sometimes a H-M breaker is the only way to go.
