Describe the piping run from the tanks to the manifold. Also, the Racor feed line seems to disappear under the tank. You're sure the fuel flow is coming from the manifold?
Is this problem at all related to fuel tank level? Might I suggest ball valves to replace those gates?
I'd suggest a test with a five gallon jerry feeding the Racors. Then you can start working your way back to the tanks to find the obstruction or air leak.
The racor feed line(s) do go underneath the deck plating. After this happened, I changed out primary and secondary fuel filters. I used the manifold to shut fuel so I could replace each filter and then opened the valves to gravity fill the racors. It appeared to fill as normal but I'm going to 5-gallon test it.
Although it doesn't appear logical, do you think it could just be too little of venting for both mains under load, genny and crossovers moving fuel?
The day of the incident, the boat idled great for 30 minutes running out of the marina but when I went to bring up power, she fell on her face . After I closed the valve and re primed, I ran the boat for 7 hours and had no issues.
It makes no sense as a cross-over valve should just simply move fuel.
