High Water Alarms (Johnson Pump)

Good morning. Does anyone have experience with Johnson Pump High Water Alarms? I am sorting-out a Ranger Tug... The aft High Water Alarm does not sound-off even when dousing with a garden hose. When I place the test switch in the test position, it DOES emit a loud alarm. Can I assume the high water alarm itself is bad? What else can I do to troubleshoot?

I "assume" with no moving parts these things do not go bad often. Do they go bad once in awhile?
