My tender is a center console RIB with a 30hp Nissan (Tohatsu) four stroke outboard. It's hard to start and requires LOTS of squeezes of the in-line fuel rubber bulb before it will start. Is there a way to augment or replace the bulb pump feed with an electric fuel pump or the like?

absolutely you can fit an electric pump in line. run it off a toggle switch for priming, and then turn it off when the motor starts. the pump on the motor will draw through it for regular operation.
it'd weird that you need it though, it should only take 5 or ten pumps to pressure up the line. maybe your bulb is leaking at the check valves?

Sell the 30HP Nissan and buy a fuel injected Tohatsu. Problem solved.

Just a hunch, try draining the carb float bowl and check your tank for water

Check the fuel filter. The check valves for the squeeze bulb may be leaking preventing priming when squeeze the bulb. Maybe a new hose is required. Do you use a product fuel stabilizer which helps a lot if you are not using you motor on a daily basis. Also It helps if you run the carb dry (disconnect the hose) if the motor is not being used in the next few days.

I assume this was not a serious piece of advice. If it was you need fiscal therapy.
