Very interesting, but there are many barriers to cross before this moves forward. Sounds like the Hong Kong company has little to no experience in a project in this field or to this scale. Perhaps the Chinese government is behind this? Here's another article on the subject.

I've got to admit that it is a very interesting decision. Future revenues, people employed for the build, military (Naval) strategies, ability to compete with the Panama Canal, etc. Sounds very far reaching to me.

yep. They also have a presents at the old U.S. military bases. We have all but ignored this.
