Bad capacitor or triac ?

I believe that on the wiper arm side there is a nut that holds it by the shaft. There could be a flange screwed down inside that stops it from rotating and oriented correctly.

I redid my plumbing with pex and the push on sharkbite fittings. I also needed to keep some unreachable 3/8” copper lines so I also used a 3/8 to 1/2” sharkbite fittings.

Not sure yet. I owe on it still. Insurance survey was $150k+ and she’s not perfect but thinking $125k ish. Boat will be slipped on LBI in a few weeks if anyone wants to have a peek.
