West System has a method to install screws.
Use any brand epoxy resin you want to.

Once you decide on how to get the screws to grab, don’t be afraid of using 5200.
With a metal fitting on gel coat it’s pretty easy to remove. Just warm the metal with a propane torch and it’ll pop right off. It might bring a bit of gel coat with it but that’s pretty easy to fix.
Remember, Real Men use 5200.

I am very surprised that these boats dont have through bolted safety rails. Because, that is what they are, safety rails.
Our Island Packet has substantial Aluminium plates threaded for screws with the addition of nuts and washers too.
I suppose that unlike sailboats Trawler crews dont need to be outside working the sails, but plain timber screws would not fill me with confidence.

I would agree with the KISS approach as noted above- overdrill, fill flush with injected epoxy, LET EPOXY FULLY CURE-24hrs- then drill and replace with a self tapping stainless screw.

The core is protected. No need for butyl on screw itself.

Good luck
