You should be able to go to airplane mode, then turn wifi back on without enabling cellular. More recent iOS don't seem to turn wifi off in airplane mode.
I think what I was seeing was it defaulting to cellular since there is a reasonably strong network nearby. It was odd that when cellular alone was disabled, I still saw the cellular bars - perhaps that was just to show what could happen, rather than was happening - but it left ambiguous how the call was being handled.
